You cannot register at .tr, but at official subdomains like .gen.tr and com.tr.

If you want a com.tr-domain, you need:

-a registration document of your company at the authorities of your country
-or: a registration document of your company in Turkey
-or: a trade mark document
-or: a document, which proofs, that you are using the domain name as service trade mark.
-and a proof that you have a relationship to Turkey. You can send e.g. an invoice from a Turkish business partner.

The domain name must be identical with your company's name or the notion in the trade mark document.

You can register at info.tr, biz.tr, tv.tr, web.tr and gen.tr without any restrictions.
